Effective immediately, City Hall Avenue at Saint Pauls Boulevard has reopened to traffic. Additional construction continues in this area and more details will follow in a separate media advisory to be issued later today. Beginning March 2, City Hall Avenue will be reduced to one lane eastbound (heading toward MacArthur Center) and two lanes southbound (heading to I-264) between Bank Street and Saint Pauls Boulevard.  Motorists are encouraged to use Boush Street, Waterside Drive, and Brambleton Avenue as alternate routes Beginning as early as Mon., January 11, the third phase of work will begin on the Tidewater Dr. underpass. The northbound lanes will reopen to traffic, and the southbound lanes will be closed from the underpass to Lindenwood Ave. to allow for construction. The project is expected to be completed in mid-April, weather conditions permitting. Southbound traffic will be detoured from Tidewater Drive as follows: Right on Lafayette Blvd., left on 26th St., left on Church St., left on Princess Anne Rd., right on Tidewater Dr.
