Merchant Discount Stamp Program
Whether you're looking to reward your regular patrons or encourage repeat customers, Norfolk Division of Parking is offering businesses the opportunity to purchase books of parking stamps at half their face value. In this public/private partnership, businesses pay half price for a book of stamps and Parking absorbs the other half of the cost. This gives you the opportunity to save money, while defraying all or part of your customers' parking up to four hours at selected attendant-operated facilities.It's inexpensive - purchase books of 100 stamps in denominations of 50 cents, 75 cents, a dollar or two dollars. It's easy - just affix the stamps to your customers' parking tickets. And it's a wonderful way to show your appreciation and ensure repeat customers.

What is the Discount Stamp Program (DSP)?
The Division of Parking’s discount program is a wonderful “reward” for your valued clientele and patrons. The DSP allows businesses located within the Central Business District (CBD) to defray the cost of parking in attendant operated facilities for customers of those businesses. Due to contractual obligations, the MacArthur Center Garages are not included in this program.
Why should I buy stamps for my customers?
As an inexpensive "thank you" to patrons who support your business and are vital to your continued success, Discount Stamps are ideal. Perhaps, you would like to reward your faithful customers by discounting their parking fee. Or, during special times of the year (e.g., Christmas), as a gift for patrons.
Where can I purchase discount stamps?
Discount stamps may be purchased at the Division of Parking’s Customer Service Center at 222 East Main Street, Norfolk, Virginia 23510. Purchases must be made in person with cash or check. For more information, please call 757-664-6222.

RULES AND RESTRICTIONS GOVERNING THE DISCOUNT STAMP PROGRAM
- Discount stamps may be used to defray the whole or part of the cost of parking in any attendant-operated facility
- Maximum discounted time is 4 hours
- Only business, merchants, or commercial establishments located in the Central Business District (CBD) may purchase discount stamps for customers who park in parking facilities located in the CBD
- Booklets are sold for 50% of the face value. Booklets consist of 100 stamps in denominations of $.50 cents, $.75 cents, $1.00, or $2.00
- Discount stamps shall be affixed to the customer’s parking ticket by the participating merchan
- Cash rebates are NOT allowed
- Merchants purchasing discount parking stamps must utilize said stamps for the sole purpose of providing discount parking to bona fide customers. Pursuant section 25-553 of the Norfolk City Code, 1979, use of discount parking stamps for any other purpose or the sale of stamps to any party is unlawful and is strictly prohibited
- Discount stamps are NOT valid at MacArthur Center Garages.
