Mission Statement

The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk's citizens, businesses and visitors, including the City's street network, traffic management system, storm water system and waste collection system.

Overview

The Norfolk Department of Public Works constructs and maintains the physical facilities that preserve and enhance the quality of life of Norfolk's citizens and visitors. The services provided by this department are distributed over a network of more than 740 miles of paved streets and reach every household in Norfolk.

The department is responsible for services such as collecting refuse, surveying, designing new facilities, reducing pollutants in storm water runoff, maintaining the flow of traffic, and street repairs. Because the department has so many tasks to perform, it is organized into seven operational/field divisions which provide services directly to the public. In addition, there are two administrative divisions, Management Services and Financial Management.

The Director's Office provides leadership, guidance, and support to the operating divisions, bureaus and staff as they carry out departmental activities. The Director's office is responsible for establishing major projects and policy initiatives. The normal business hours are from 8:30 a.m. to 5 p.m.

With approximately 400 employees, Public Works represents about ten percent of the total City work force. Each division works together as a team and seeks continuous improvement. The employees are hardworking and very conscientious. In order to build an empowered work force and/or atmosphere, the department utilizes leadership teams, Employee Relations Committee and supervisory committees, supervisors' discussions, periodic employee meetings, and employee feedback committees. In addition, the department has created vision and values statements, leadership training (supervisory development), a process improvement program, and an annual employee surveys to evaluate our leadership.

The Department of Public Works strives to satisfy its customer base -- citizens, businesses, and tourists, other City organizations and departments, and other governmental organizations -- and welcomes the opportunity to do things for them. In an effort to keep the citizens and businesses abreast of various activities within the community, newsletters, press releases, and various updates are distributed on a regular basis.

The opinions and concerns of the customers are greatly valued. Each division works hard to help build and maintain Norfolk's reputation as an attractive, safe, and well-respected place for people to live, work and visit. The department will answer any question and respond to any complaint in a timely manner. Our mission is to serve the community.
