The Right-of-Way Management Division coordinates, manages, and permits work on, below, and above an existing or proposed public roadway, highway, street, bicycle lane or sidewalk, and associated adjacent land, in which the City has a property interest, whether by easement or fee and regardless of how acquired or established, for public travel and utility purposes such as a pole, tower, water main or line, sanitary sewer pipe or line, stormwater pipe or structure, gas pipe or gas line, telecommunications line or equipment, power line, power poles, conduit, or any like structure. The Right-of-Way division is responsible for inspection and approval of restoration resulting from work in the right-of-way and resolves any issues related to this work by City contractors, private contractors, private utility companies and their subcontractors. The Right-of-Way division also issues permits for street solicitation by non-profits, block parties (less than 100 people), temporary parking, dumpsters, storage containers, lifts, oversize/overweight loads, and exceptions for time restricted roadways as well.

The Right-of-Way Management Division: 

  • coordinates the nearly 2,000 active roadway construction projects within city limits.
  • issues 6,000 permits per year resulting in $1 million in general fund revenue.
  • investigates and resolves over 300 concerns regarding work or activity in the right-of-way within 24 hours.
  • performs over 10,000 inspections per year.
  • mans a 24-hour construction hotline (757) 664-7220 to answer questions and address concerns 365 days per year.
